Actually, it isn't that Cherokee depends on FFMpeg, it is just the one  
of the modules bundled in the source tarball can use it. The plug-in  
wouldd compile without it as well, although it'd lose some (important)  
functionality.

I'd move the handler_streaming plug-in from the main Cheroke package  
to a new one. In that way, that'd be the only piece depending on  
FFMpeg (if available on the target distribution).
